"We Won the Contract” — But Who Did the Work?

When Reddit users three years ago warned that Intellect Solutions LLC was likely a cash-grab shell company running black-screen "interviews" and exploiting HUBZone set-aside status, few paid attention. But they were right.

Fast-forward to the $35 million Defense Health Agency (DHA) contract, awarded under a Woman-Owned Small Business (WOSB) designation to Intellect Solutions, and what does Tria Federal post on LinkedIn? “Tria Federal Team Wins Important DHA Contract.” The celebratory post doesn’t mention subcontractor status. It doesn't reference the prime. Instead, Tria leadership brags about running the DHA UBO mission for 20 years, a public admission that they, not Intellect, control the work.

This isn’t just optics. It’s evidence. Combined with org charts, pay records, and whistleblower testimony showing nearly all personnel came from Tria, not Intellect, the fraud becomes obvious. Tria Federal, a large business ineligible to bid as prime, effectively used Intellect as a front to harvest a set-aside award. And they weren't shy about it.

The WOSB certification was a smokescreen. The real power never changed hands.

This was not a compliance error. It was a deception built into the business model.
